Todd Anthony Shoestring, Wiyohpeyata Ihankpan (Where the sun sets at the West) was born on July 1, 1976, in McLaughlin, SD to Eileen Shoestring. He attended grade school at Rock Creek Grant School and McIntosh High School and graduated from Black Hills Forrest High School in Nemo, South Dakota in 1996. While in school, Todd played basketball, track, and cross country. He also attended Box Elder Job Corps where he received his Building and Apartment Maintenance certification.

After graduating high school, Todd decided he wanted to join the United States Marine Corps. He enlisted in November of 1996 at Denver, Colorado. He was then stationed at 29 Palms, CA and graduated with the rank of Lance Corporal. While there Todd was awarded the Rifle Expert badge, completion of marine combat training and worked as a motor vehicle operator. Todd made several friends he called his brothers while enlisted and always brought up fond memories of them. He was proud of his service in the Marine Corps.

Todd worked at several places after the Marine Corps. He worked as a security guard at the Grand River Casino, maintenance worker at Rock Creek Grant School, maintenance worker at Standing Rock Housing Authority and volunteered at the Rock Creek Nutrition for Elderly. It was at the Grand River Casino Todd worked and started his relationship with Deborah Rousseau, of Whitehorse, SD. The two originally met and went to Box Elder Jobs Corps together in 1995. They lived in Mobridge, SD in 2009 but decided to settle in Bullhead, SD in 2010. The two loved and took care of each other for 15 years.

Todd enjoyed reading, visiting family and friends, spending time with his beloved cats and dogs (Felix, Sox, Gunner, & Hank), listening to music, watching his favorite paranormal, cooking, or detective shows, and joking around with family or friends.

Todd was a humble, caring, and outgoing individual. He loved and cared very much about his family and would do anything to help those in need. We will miss the surprise visits, his humor and ability to make you smile in any situation, happy or sad. He will be cherished and missed by many.
