Funeral services for Milton Brown Otter, 60, of Bullhead, will be at 10 AM, Saturday, October 3, 2015 at the Bullhead Gym. Burial will be at St. John's Episcopal Cemetery under the direction of Kesling Funeral Home of Mobridge. Visitation will be from 2-4 PM at the Tribal Administrative Building in Ft. Yates on Friday and an all night wake at 6 PM at the Bullhead gym. Milton passed away on Sunday, September 20, 2015, at the Sanford Health Sunset nursing home of Mandan.
Milton Henry Brown Otter was born on January 4, 1955 in Bullhead, SD, to Leo and Grace (Steal) Brown Otter. He attended grade school there up to the 6th grade. While living in Bullhead his childhood activities were riding his horse "paint" while enjoying the company of his childhood friends, Michael Foote and Victor Brave Thunder. The family then relocated to Isabel, SD, where he would attend his high school years graduating in 1974. He was always an athletic young man excelling in sports mainly in basketball, track and football where he proudly lettered all four years.
He received his Lakota name, "Wanbli Hoksila-Eagle Boy" from his father Leo at a young age during the annual VJ Day celebration, in which his father was a committee man for years. His mother re-affirmed her sons' names just before her passing. Milton later passed this name on to his son Lance.
His grandparents gave him the nickname; "Cha poonka-mosquito" when he was a young boy and it has stuck with him since and is still referred to by that name to this day!
He enlisted in the Marines in 1973, right after high school graduation May 1974 he left for the Marine Corp. to be stationed in San Diego, CA. Later in Okinawa, Japan where he highly spoke of his time there. He was honorably discharged in 1978.
Upon his return to Isabel he was employed with Miller Construction, A&E Construction, Standing Rock Sioux Tribe and Foot Hills. He was a family man he was the father to his seven children; Lance, Melissa, Kristi, Colette, Mel and twins, Mike and Michelle. He took great pride in his children and supported them at their endeavors and attended nearly all the athletic events where ever they were held. He was very proud that all his children had graduated and are now employed and self sustained!
While his mother Grace was still alive he supported her church activities and attended as many church functions as he could. He loved the life of the church, not only to worship but to be among his family and friends. While residing in Bullhead he took interest in the local government by participating and representing the district on the following boards; Standing Rock Housing Authority and Rock Creek School Board. Being an avid proud Marine Veteran, he was an active member of the "Brought/Brown Otter/Village Center Legion Post #82". He was a dedicated horseman and loved the life of raising horses! If there was a horse ride activity and you will see Milton there with young men of his community participating.
During his tenure in Bullhead he took pride in working with the youth, and trained them to be horseman by participating in annual spiritual horse rides, such as the Chiefs ride and the Bigfoot ride and others. He loved participating with his community at the annual branding activity for their cattle. In his political career, he was a vocal, adamant and aggressive man when it came to his district issues and he fought for the needs and betterment of his constituents! He did not take favoritism and represented all people. He would address issues with staff on the boards he represented if he felt the services were not fully enforced. He served his community on the tribal council for 18 years! Thanks to the Rock Creek District for having confidence in him. He enjoyed attending powwows and managed to make it to where his family is camped and spend time with them all weekend. He loved going to the casino and being among people.
