He grew up and attended grade school in the Pollock, Herreid and Mound City rural areas, graduating from Herreid High School. Following graduation Carter joined the National Guard, serving his basics in Texas and Missouri. After 6 years he was awarded a 5 year perfect attendance medal. On June 30, 1967 Carter married Sandra Kosel at the St. Paul's Lutheran Church in Mound City. They made their home in Mound City and for several years on a home farm, 2 1/2 miles North of Mound City.

Carter treasured his children and grandchildren, spending time camping, hunting and fishing with his family. He was a past member of the Wildlife Club, Mound City Fire Department and a member of the St. Paul's Lutheran Church.

Grateful for having shared almost 44 years together is his surviving wife, Sandra Bauer of Mound City, their son and family, Chad and Jennifer Bauer, KayeLynn and Tracey of Sioux Falls, and their daughter and family, Pamela and Toby Steckler, Jamison, Gavin, and Mason of Audubon, Iowa, brother, Terry Bauer of Mound City and sister, Nola Bauer of Mound City, mother-in-law Hilda Kosel of Mound City, and a host of relatives and friends.

He is preceded in death by his parents, Godfred and Senavella Bauer and his father-in-law, Paul Kosel.
